How B.C. drivers can still cut auto costs inside the ICBC system
B.C. drivers hear “ICBC” and stop shopping. Basic Autoplan is public and mandatory. That is not the same sentence as “there is nothing to decide.” You still choose how the vehicle is rated, whether you buy optional Collision, Comprehensive, and extra liability, whether you qualify for distance discounts, and whether you are paying for add-ons you never use. What is public vs optional coverage in B.C.
ICBC Basic (icbc.com, Basic insurance and Enhanced Care) is what every plated vehicle needs. It is sold through Autoplan brokers, not “whichever direct writer emailed you.” Optional cover is extra, sold at the same broker visit, and is how a financed SUV stays legal with the lender. If you skip Collision on a $3,000 beater you can afford to replace, that can be rational — same logic FSRA uses in Ontario for cheap cars, different paperwork.

Basic TPL at $200,000 is a legal floor, not a lifestyle. Many households buy $1–2 million extended liability after a broker conversation about out-of-province driving and assets. That is a risk talk, not a slogan on this page.
Distance and vehicle factors you control
ICBC prices how the vehicle is used (rate class) and who drives it most. Pleasure versus commute, business use, and listed drivers are facts. Changing them in your head after a claim is how you have a bad year. Distance discounts (icbc.com/insurance/costs/distance-based-discount):
- Under 5,000 km in 12 months: you may get 10% off Basic.
- Under 15,000 km: you may get roughly 10–15% off eligible Optional (extended TPL, Collision, Comprehensive, Specified Perils) on annual policies. Motorcycles, collectors, and some classes are excluded because the rate class already assumes low use.
- Proof is two odometer readings about a year apart (and readings on both vehicles if you transfer mid-term).
A hybrid office week in Burnaby can be a 5,000–15,000 km life. Take the photos. Do not guess 4,900 km if the dash says 18,000.
Optional coverage shopping without over-insuring
Walk into the broker appointment with a sheet:
- Cash value of the car (what you would actually spend to replace it).
- Deductible you can pay tomorrow without a credit card ($500 vs $1,000 is the usual conversation).
- Where it sleeps (garage, street, underground with broken gate).
- Glass and theft history in your neighbourhood — Comprehensive exists for a reason on the Drive.

Lenders and lessors will force Collision and Comprehensive. That is a contract, not ICBC being greedy. If the car is owned outright and worth less than a couple of deductibles plus your patience, ask the broker what Basic-only looks like in dollars and in risk. Do not drop Collision on a financed vehicle because a podcast said so.
Claims and conviction impacts at a high level
Enhanced Care reduced a lot of at-fault injury lawsuits inside B.C. It did not make speeding tickets or at-fault crashes free. Convictions, suspensions, and claims still move what you pay and who will sell you Optional. If your licence is expired or a household driver is unlicensed, you have a bigger problem than a deductible. Tell the broker the truth on the renewal worksheet. Winter tires and safety discounts to ask about
B.C. requires adequate winter tires on many marked highways from October through April. That is a road law, not an Ontario-style “insurer must offer 2–5%” rule. Ask your Autoplan broker what, if anything, ICBC or an optional product still files for winter tires or anti-theft in your rate class this year. When moving provinces changes everything
Arriving in B.C.: you need Autoplan when you plate here. Your Ontario or Alberta claims history still matters; the product map does not. Leaving B.C.: you will shop a private market (or SAAQ + private damage). Cancel and start dates, unused premium, and inspection rules are broker/registry work — start weeks before the moving truck, not at the border. A “I kept Ontario insurance for a month” story is how people drive uninsured.
