How to buy a used EV in Canada—with Québec’s used rebate context
Used EVs look like cheap entry until the battery is a mystery, the federal rebate you assumed does not exist, and the condo stall cannot take a cord. Canada’s used-EV incentive map is narrow: federal EVAP is new-only. Québec still lists a used fully electric amount in 2026. Manitoba has listed a used MPI amount. Most other provinces are $0 provincial on the used car. Buy the battery and the parking, not the myth.

Battery health and residual range checks
Ask for a manufacturer or capable aftermarket state-of-health reading, not a dash range guess. Range remaining after a road trip is weather and speed. Health is how much of the original pack is still usable. Cross-check: original rated range, current indicated full charge, kilometres, and whether the car was a taxi, a lease, or a highway commuter. Look at fast-charge habits if the seller will share app history — constant DC fast charging is not automatically fatal, but it is a reason to test, not to skip. Cold-weather range loss is normal; a pack that collapses in a 5 °C drizzle is not “Canada.”
History reports and PPI for EVs
Same paper as any used car: VIN match, CARFAX Canada with a lien check, Ontario UVIP if that is the province, then a shop that understands high voltage. Collision damage near the pack, water in the charge port, a replaced module without records, and airbag events all matter more when the expensive part is glued to the floor. Walk if the seller blocks a shop you choose.
Where used EV incentives still exist (Québec focus)
Québec’s Roulez vert table (government pages, reviewed with our stacking guide): used fully electric $2,000 in 2025, $1,000 in 2026, $0 in 2027. The program ends 31 December 2026. Only the registration date sets the column — a December deposit with a January 2027 registration is a 2027 row. Vehicle price caps and eligibility lists live on quebec.ca; a used luxury trim can miss the provincial cap even when the ad looks “incentive friendly.” PHEV used amounts, when listed, split by battery size — read the used row, not the new-BEV headline.

Federal EVAP is for new—do not assume used coverage
EVAP launched 16 February 2026 for eligible new BEVs/FCEVs and PHEVs at participating dealers, with a $50,000 final-transaction rule for most vehicles and declining calendar amounts. Transport Canada’s Q&A is explicit that this is not a used-vehicle program. Dealer ads that say “up to $5,000 off” on a 2023 inventory car are mixing programs or dreaming. If someone needs EVAP to make the payment work, they need a new eligible VIN — and should still run EV vs gas TCO.
Home charging readiness before you buy
If you have a driveway or a titled stall and a panel with room, a simple Level 2 is often $1,000–$3,000 all-in; a panel upgrade can add $2,000–$4,000. Québec home-charging assistance has been about $600 for an eligible connected station (licensed electrician), scheduled to end 31 Dec 2026 with Roulez vert. BC Hydro has listed up to $350 plus $200 load management. Ontario: usually no province-wide charger rebate. Condos: board permission is the project. If the car will live on street parking, read public vs home before you bid — 50¢/kWh DC can look like gasoline.
Insurance quoting for used EVs
Quote the VIN before you transfer. Some used EVs land in rate groups that surprise people who compared “gas compact” premiums. Branding (salvage/rebuild) can make a car hard to insure. Shop coverage-first with identical-coverage quotes. This is not a brokerage recommendation.
Negotiation using battery test results
A 78% state-of-health on a car advertised as “like new range” is a price cut or a walk, rebate or not. Use the shop’s written SOH and any pack or module codes the way you would use rust photos. Québec’s $1,000 does not cover a $12,000 pack conversation. If the rebate requires dealer or in-province purchase rules, read those before you fall for a private ad that cannot qualify — then decide if the car is still the right TCO without the cheque.
